New movers could be reached but only via one-off campaigns. This is done on a weekly basis. New prospects are then immediately mailed a new mover offer on behalf of the ISP and then twice more after that. While the program allows ISPs to benefit from the econo - mies of scale driven by the program, each partici - pating ISP has exclusivity in its own service area. “Once the program is set up, there is nothing the ISP has to do. WISPA Commends Republican Infrastructure Proposal W ISPA recently commended Shelley Moore Capito (R-WV), Roger Wicker (R-MS), John Barrasso (R-WY), and Pat Toomey (R-PA) for a new Republican proposal to update America’s infrastructure.
