S elect Spectrum represents BPC Spectrum, which holds Upper 700 MHz A Block FCC licensed spec- trum (700 MHz) in areas covering about 30 percent of the U.S. population, largely within the Eastern U.S. In turn, BPC Spectrum and Select Spectrum are seeking WISPs to participate in the opportunity to provide wireless service to homes, anchor institu- tions and local businesses that are located in some difficult-to-service regions. Through the 700 MHz Wireless Internet Program (700-WIP), partner WISPs can provide wireless access to one or more location on a per county basis. Participating WISPs will receive all project and third-party expenses paid for the initial link in each participating rural county and will receive a $30,000 compensation payment for each county in which they provide one or more qualifying link under the 700-WIP program. Partner WISPs will install fixed wireless internet links in mutually agreed upon rural counties. All equipment, cables, antennas, RF engineering and any additional services required to deploy the base and remote stations within the rural county will be supplied by BPC Spec- trum at no cost to the WISP. (The WISP will be responsible for backhaul from the base station and for providing internet connectivity.) BPC Spectrum also will cover any approved tower lease costs and related third-party expenses. In total, more than 400 rural counties have been identified as possible locations for 700-WIP implementation. A subset of these will be selected for initial participation in the program from proposals by partner WISPs, explained the companies.
