As INCOMPAS CEO Chip Pickering recently pointed out in an interview, America risks being held back by a fragmented patchwork of state and local AI regulations that confuse companies and impede innovation. To address this, INCOMPAS is actively advocating for a unified federal AI framework and permitting reform for broadband and AI-enabling infrastructure. “By championing a unified national framework, INCOMPAS empowers the creators developing AI models, the builders constructing the networks, power and data centers that support them, and the adopters integrating AI into manufacturing, logistics and telecommunications services,” Pickering said. In addition to its work in the AI arena, INCOMPAS is focusing on strengthening and modernizing the Universal Services Fund (USF), following a recent landmark U.S. Supreme Court ruling that upheld the program. “INCOMPAS is calling for smart, modern reform of the USF to keep broadband affordable, competitive, and future-ready,” Pickering said. “Before asking businesses to pay more, Congress and the FCC must first evaluate how billions in federal broadband investments, such as the Broadband Equity Access and Deployment (BEAD) Program, are already reshaping the market.” If necessary, INCOMPAS supports expanding the funding base to include broadband revenues—a sensible move given how people use the internet today. But as Pickering cautioned, taxing technology companies that are investing billions in U.S. infrastructure would be both legally risky and economically harmful. “It’s time to align USF with the modern telecommunications and broadband economy, ensuring it supports innovation, efficiency, and connectivity for all,” Pickering added. Earlier this year, INCOMPAS also advanced several initiatives around broadband deployment and competition, shared spectrum use, and innovation in voice and messaging. “We’ve made significant progress on several fronts,” Pickering said. “As part of the FCC’s Build America agenda, the Notice of Inquiry on facilitating wireline broadband deployment is one key proceeding addressing issues critical to our members. We are actively engaging in the process to advance the permitting and deployment reforms our members are championing.” Regarding shared spectrum use, we have successfully secured a spectrum-sharing framework in the 37 GHz band with strong member support. And on the innovation in voice and messaging (Continued on page 4) INCOMPAS: Advancing Policy for the AI Era NOVEMBER 2-4 THE 2025
4 THE INCOMPAS SHOW I NOVEMBER 2 - 4, 2025 www.bekabusinessmedia.com DAY 2 front, this fall, the Commission is asking critical questions about IP interconnection which impacts the competitive provision of voice services, NG911, and call authentication for robocall mitigation. The association’s advocacy stresses the interconnectedness of these three issues and the steps the Commission must adopt to ensure a smooth technology transition that protects public safety and competition.” It’s a time of tremendous change for the industry, as the broadband, wireless, cloud, AI, and energy sectors continue to converge. INCOMPAS has evolved to meet the moment. Its membership and events are growing, and the association remains focused on creating a more open and competitive communications landscape. “We have expanded our membership to include service providers, cloud platforms, infrastructure providers, and network providers that power the emergence of AI, as well as energy generation and transmission companies – reflecting the interconnected nature of today’s digital economy,” Pickering said. “To support this broader coalition, we have also expanded our policy team and advocacy footprint, engaging on cross-sector issues such as technological innovation, permitting reform, AI infrastructure and energy issues. Our team executes on advocacy campaigns to unlock investment, accelerate infrastructure buildout, and promote U.S. competitiveness.” Looking ahead, INCOMPAS is preparing for another year of critical policy opportunities that will shape the industry in 2026 and beyond. From broadband deployment and tech transitions to shared spectrum, AI, and USF reform, INCOMPAS will continue working closely with policymakers to influence decisions that directly impact bottom-line growth. “As convergence accelerates, bringing together power, transmission, data centers and next-generation networks, INCOMPAS is ensuring that our members are not only positioned to seize new opportunities, but also protected from risk,” Pickering added. “Our policy team is our members’ front line in Washington, advocating for smart regulation, competitive markets, permitting modernization, and a national AI framework that supports innovation and growth.” Beyond its policy and event leadership, INCOMPAS continues to offer valuable year-round benefits to its member companies. For example, its popular webinar series helps amplify member voices, establish them as thought leaders, build sales pipelines, and advance pro-competitive policy initiatives. And today, the association is launching NextGen Rising, a new program addressing workforce development for early-stage professionals. “Our members have been and will continue to build the networks to support the future of communications,” Pickering said. “Much like they built the networks that opened markets to long-distance and local communications, and the broadband networks fueling the rise of the Internet, INCOMPAS members will be central to the next chapter in our industry, including greater AI adoption and the data center, power, and network infrastructure required to support it.” p Midco has expanded its customized business offerings to deliver 400 gigabit-per-second (400G) connectivity. According to Justin Hebda, Midco vice president of Business Sales, the company is seeing increased demand from business clients who need 400G fiber connectivity — especially in the Midwest, where organizations are seeking more from their networks. Midco is meeting that demand with 400G fiber services that support complex, high-bandwidth operations. “In the last month, our team closed contracts for 10 of these solutions with businesses that need to connect their core network to widely distributed locations,” Hebda explained. “They trust Midco to provide this service because we control and manage the capacity on our network end-toend, giving us an advantage in this space.” This announcement builds on Midco’s 2024 commitment to support hyperscaler expansion in the region, now backed by 400G speeds and a long-haul network ready to scale. The Midwest continues to attract hyperscalers and data center operators with its affordable power, real estate and favorable climate conditions. But location alone isn’t enough. Sustained growth depends on consistently delivering low-latency, high-capacity performance between core and edge locations. Enterprises, too, face similar pressure. As operations become more cloud-reliant and geographically distributed, traditional connectivity solutions often fall short, especially when latency, uptime and control are non-negotiable. Midco’s 400G wavelength services run on a long-haul fiber backbone that spans the region and connects directly to major points of presence in Minneapolis, Omaha, Chicago and Denver. The network is MEF 3.0 certified, and recent testing showed latency of less than 20 milliseconds from Spearfish, S.D., to Chicago. “This is a new benchmark in network capacity that shows our clients, including data center operators and hyperscalers with high-bandwidth needs, that Midco can absolutely deliver solutions that combine capacity and low latency,” said Jeff Sanders, Midco director of Wholesale. Unlike providers that rely on third-party handoffs, Midco owns and manages its network end-to-end. That control, combined with regional reach, gives businesses a strategic edge. The system is engineered for both speed and performance — scalable, responsive and optimized for growth. At the same time, Midco’s 400G capabilities meet a wide range of operational demands. From expanding enterprise connectivity to deploying new data centers or enhancing cloud-based systems, the company is equipped to handle evolving business models. Midco’s wholesale account executives and sales engineer professionals work directly with clients to develop custom configurations. Options include wavelength services, dark fiber and hybrid approaches — each tailored to align with long-term strategies and technical requirements. “Our unique network capacity, longhaul fiber infrastructure and customized business support are allowing data center operators and hyperscalers to expand their operations with confidence,” said Sanders. While hyperscalers may be the first to adopt, the benefits ripple outward — enhancing connectivity for area businesses and communities. As the Midwest continues to emerge as a hub for data center development and digital innovation, Midco is delivering the infrastructure to keep that progress moving. With 400G speeds now available, the company is positioned to help more businesses move faster, scale smarter and operate confidently. p For more information about Midco’s network capabilities and services, stop by Table 1 in the Deal Center or visit Midco. com/wholesale. 6 THE INCOMPAS SHOW I NOVEMBER 2 - 4, 2025 www.bekabusinessmedia.com DAY 2 Ezee Fiber, in partnership with the City of Santa Fe, recently announced plans to begin construction in the public right of way to expand the availability of high-speed internet services. The first phase of construction, which will begin in late October to early November, will make Ezee Fiber’s highspeed internet services available to nearly 5,000 Santa Fe homes. This will include Ezee Fiber’s full suite of services, including multi-gig broadband speeds for residential and business customers. These infrastructure construction projects are part of the effort to facilitate the expansion of broadband infrastructure. The investment behind the high-speed internet expansion throughout Santa Fe is from Ezee Fiber. “Homeowners and small and medium sized businesses today depend upon the internet to work, play, learn, shop and grow their businesses,” said Carlos Rosas, senior vice president and general manager, Southwest Region at Ezee Fiber. “We are very excited about the future in Santa Fe, and we are thrilled to move ahead with our growth plan.” The state of New Mexico’s department that oversees digital infrastructure strongly encour-ages this expansion. “This groundbreaking exemplifies Ezee Fiber’s continued commitment to build and deploy broadband in New Mexico,” added Jeff Lopez, director, New Mexico Office of Broadband Ac-cess and Expansion. “Their plan to deploy aerial and underground fiber to thousands of lo-cations in the City of Santa Fe and surrounding County is not only a tremendous undertak-ing but underscores our mission to deliver universal connectivity in New Mexico. We at the State Broadband Office also applaud the strong public-private partnership in the Santa Fe area to make this happen. This endeavor will also mean more competition which will lead to better service.” p Ezee Fiber Announces High-Speed Internet Construction in Santa Fe, New Mexico Intermountain Infrastructure Group Announces Spokane to Sandpoint Route TransNexus Announces ClearIP Blocking Notice Compliance TransNexus has announced new features in its ClearIP platform that enable voice service providers to comply with the FCC’s immediate call blocking notification rules. The company’s software now returns a SIP 603+ message to the caller with blocking notification and redress information. A separate redress platform also accepts and validates redress requests from callers, enabling a safe, streamlined process. This redress platform removes the burden of having to develop a new redress management system. Valid redress requests are available for review in ClearIP. Periodic notifications alert staff to pending requests. Redress staff can also review, resolve, and close requests. As with other ClearIP features, the redress mechanism is accessible by API for integration with other systems for those providers that wish to do so. “We designed the SIP 603+ blocking notification feature for ClearIP to make the redress process safe and efficient,” said Alec Fenichel, chief technology officer, TransNexus. “Terminating providers can continue to protect their subscribers from illegal robocalls, remain in full regulatory compliance and get the job done as easily as possible.” Support for SIP 603+ blocking notification is also available on the TransNexus NexOSS platform, in versions 13.4.0 and higher. p Stop by Booth K4 to learn more. These agreements give businesses confidence that service disruptions will be addressed quickly and effectively.” Brightspeed Premium Fiber is now available across the company’s 20-state footprint. p Meet the Brightspeed team in the Howard Meeting Room on Floor 3 of the JW Marriott. Boldyn Networks and the University of North Dakota (UND) have completed the second and final phase of a comprehensive network transformation, extending high-density wireless coverage across the entire campus. Boldyn and UND teamed together as part of the university’s NetX: Elevating Connectivity ini-tiative, wherein it completely reimagined its network architecture — specifically tailored to meet its long-term needs. Following the successful upgrade of residence hall wireless connectivity in 2024, this latest phase significantly expands UND’s network infrastructure. Boldyn made use of existing equipment to deploy new technologies — including two next-generation firewalls — all while maintaining operational continuity. Phase 2 brings robust, secure wireless connectivity to all academic buildings, research cen-ters, and key facilities like the School of Medicine & Health Sciences, UND Flight School at the Grand Forks International Airport, and other core learning environments. “The University of North Dakota is a place of innovation and ambition that is firing on all cyl-inders.” said Matt Loecke, executive vice president, Boldyn Networks for Higher Education. “Our goal was to ensure the campus had the network backbone to match that spirit - from high-density student housing to the instrumental academic and research buildings.” The results from Phase 1 of the rollout, modernizing ResNet for all 10 residential halls on campus, set a strong precedent. This year, upon student move-in, UND saw a dramatic re-duction in wireless-related support tickets, with minimal reports of connectivity issues at help desks across campus. The network’s reliability significantly reduced the number of on-site IT personnel needed during the high-demand back-toschool period, streamlining op-erations and enhancing student satisfaction. “When we set out to modernize our housing network, our priority was clear: students should have an experience on par with—or better than—what they have at home,” said Madhavi Marasinghe, University of North Dakota associate vice president and CIO. “The new ResNet has delivered exactly that. That’s the kind of foundation we want for their UND journey.” Building on that success, Phase 2 rolled out building-by-building, ensuring minimal disrup-tion. Special attention was paid to coverage density and reliability in essential academic buildings, where downtime is not an option. From pilot training sessions at the UND Flight School to clinical research at the medical school, faculty, students and researchers now enjoy consistently high-performance connectivity. The results of Boldyn’s work and UND’s NetX initiative lay the groundwork for long-term benefits for the university, including faster, more reliable access on UND-Secured, improved guest Wi-Fi and a dedicated ResNet network for residence halls, offering better security, performance, and compliance. It also doubles the wireless access points in ResNet and en-ables centralized management and automation, while providing significant projected sav-ings over the next 10 years in network management costs. “Across the campus, our goal was to ensure that UND’s network is robust, secure, and flex-ible enough to meet the growing digital needs of a major research university,” said Marasinghe. “Whether it’s in the classroom, the flight deck or the medical lab, our stu-dents, faculty and researchers can now rely on a consistent, high-performance network to power innovation and discovery.” With the core transformation now complete, Boldyn Networks and UND will continue their work together to support future campus expansion and ensure the university remains a ful-ly connected, forward-looking institution. p Intermedia Intelligent Communications, a global leader in AI-powered communications, collaboration and customer engagement solutions, has expanded its Service Provider Migration Program.
