That bill paved the way for the Broadband Equity, Access and Deployment (BEAD) Program, which provides $42.5 billion to expand high-speed internet access by funding planning, infrastructure deployment and adoption programs in all 50 states, Washington, D.C., Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. “The BEAD program is a once-in-alifetime infusion of capital that can help ensure everyone across the nation, including consumers and businesses, have access to robust, affordable future-proof broadband networks that promote learning, create jobs and attract investment,” Pickering said. “The networks and speeds we have today simply will not support the jobs of the future in telemedicine, advanced manufacturing and education,” he continued. “Other nations, including China and those in the European Union, are rapidly deploying fiber - we need new, faster speed networks and we need them now,” Pickering said. He added, “INCOMPAS is staying engaged with our members on the FCC’s broadband data col lection (BDC) and mapping efforts. This process must be completed first before deployment funding is awarded to the states. “We have encouraged our members to participate in the data collection process before the deadlines and to help share as much information as possible with the FCC. We believe the success of the BEAD program will depend on the accuracy of the FCC’s new maps and ensuring that the $42.5 billion in new broadband funding properly addresses the digital divide,” Pickering explained. From a business perspective, Pickering is encouraging states to “shop local” for their broadband building partners as INCOMPAS members represent leading local and regional fiber providers across the country. “We support an ‘all of the above’ approach to building broadband as our diverse membership delivers wired, wireless, 5G, satellite and beyond,” Pickering said. “Our members have been at the forefront of investing in and delivering broadband infrastructure throughout the U.S. in both the middle and last mile, from Sonic in Northern California to IdeaTek that brings fiber to the Flint Hills of rural Kansas.” He said INCOMPAS also represents DISH, which is deploying a firstof-its-kind, cloud native, virtualized Open-RAN 5G network; Amazon, which is deploying satellite broadband technology; and streaming services like Netflix, Amazon Prime and YouTube. “Our members play roles in all parts of the broadband and internet ecosystem, and we look to be a valuable resource to help and partner with state and local leaders to tailor those solutions that best fit their communities,” Pickering emphasized. In the meantime, INCOMPAS is encouraging state broadband offices to plan for their longterm future, in terms of setting policies around bigger and bolder goals. “States shouldn’t be afraid to push for more competitive options in the marketplace,” Pickering said. “This is the people’s money and the people want more choices, better services and lower prices that best fit their budgets. “INCOMPAS is taking the initiative and meeting with state offices to advocate for competitive principles, including greater wholesale competition as part of their grants process and when awarding funding for deployment.” He added, “Implementing wholesale competition as part of the BEAD program will enable greater access to competitive providers, which also helps families save and small businesses grow. “Markets with multiple providers have faster speeds and the lowest prices,” Pickering continued. “It’s a great long-term affordability option that allows providers to connect to various schools, hospitals and other retail locations – such as banks, shops, restaurants, post offices – and gives those rural communities access to the best internet possible.” p Great Plains Communications (GPC), a Midwestern digital infrastructure provider with a growing, privately owned 16,500-plus mile fiber network reaching 13 states, announced it will be building a fiber-to-the-home and business network throughout the City of Chadron, Neb., expanding off the 10 fiber miles that exists in this GPC community. The overbuild will allow GPC to provide enhanced fiber-driven products and services including symmetrical gigabit-internet speeds throughout Chadron. The project will be funded completely by Great Plains Communications. Chadron Mayor Mark Werner said, “The city is excited to continue our long-standing technology partnership with GPC to bring fiberto-the-home and business to Chadron. This fiber network will enhance quality of life for our residents, extend the reach of businesses and aid in our ability to retain and recruit new residents and businesses. We appreciate the direct investment by Great Plains Communications to make this network happen.” The Chadron project will be completed in phases with construction beginning in the spring of 2023. Entrepreneurs, businesses and households are making decisions everyday based on how they view the economic outlook. With that in mind, we asked INCOMPAS CEO Chip Pickering what members and other companies in the industry can do to insulate themselves from a potential downturn. “We hope the robust job market fends off recession fears,” Pickering said. “And it’s important to note that the broadband infusion from the bipartisan Infrastructure Act will not only benefit the broadband industry but has the potential to open new avenues for innovators to create new companies, more jobs and the industries of the future.” In fact, Pickering said we are at a “pivotal and historic moment” in the nation’s broadband history. “The bipartisan Infrastructure Act has the potential to reshape America’s future,” he said. “Building new, faster, more affordable networks that unleash competition will not only mean more business for our builders, it will lay the foundation for the economy of the future.” As INCOMPAS members know, broadband and communications services are critical for businesses and consumers. With the Infrastructure Act in place, the potential of equalizing rural and urban access may become more of a reality. “However, it is important that our member companies prepare for the macroeconomic dynamics that may affect their businesses,” Pickering cautioned. “Managing costs is important. Member companies are continuing to deploy networks, and they have been planning ahead in preparation for potential headwinds in order to deal with supply chain issues and labor challenges in a tight job market.” “Some industries are cutting unnecessary costs and reevaluating hiring needs, but broadband and internet innovations have created more avenues for work than at any point in histor,.” Pickering said. “It is a balance, yes we have an aging workforce, with many Baby Boomers retiring, but we have Millennials and Generation Z starting multimillion dollar techenabled businesses. So the infusion of public and private financing for faster, better broadband networks and services is a boon for our industry and the economy as a whole.” The INCOMPAS Show reflects this energy. “The excitement about this show and the strong attendance is testament to the many new opportunities for our member companies’ expansion and business growth,” Pickering said. Pickering stressed that competition has to be the guiding principle for this historic era of new network building. “We have to get infrastructure right, and competition is never wrong” Pickering said. “That’s why INCOMPAS launched the BroadLAND campaign – to help cities, small towns and states speed deployment and unlock incentives for competition that lead to more jobs, economic development and investment, faster speeds and permanent affordability solutions.” He explained that wholesale access is a critical piece of new infrastructure builds, saying it’s necessary to make sure monopolies of the past do not return and small businesses have more choices and lower prices that help them grow. Pickering was also excited to see INCOMPAS member companies partnering with state and local officials to streamline and speed broadband deployment schedules. “This is critical because unless we have permits to build, the promise of broadband connectivity and internet for all will simply not become a reality,” he explained. “With the influx of funding from the COVIDrelief legislation, such as the American Rescue Plan Act (ARPA), the Treasury Department’s $10 billion Capital Projects Fund and $43 billion from the Infrastructure Act, it will be more important than ever to remove barriers – including gaining access to public rights-of-way, such as pole attachments, antennas, railroads and highways – to help speed competitive broadband deployment in rural and urban areas. Pickering explained that pro-competition actions, like wholesale and faster permitting have huge impacts on consumers, families and small businesses “As more businesses rely on online applications services, like cloud computing, they need robust, reliable and redundant broadband. Similarly, residential customers need greater connectivity as they work from home, educate their children, and enjoy social media, video gaming and streaming news, entertainment and more,” he added. While Pickering was encouraged more broadband competition would be helping lower prices for families, he did express concern that the “tax all tech” crowd could negate any consumer gains. “New fees and taxes pushed by some federal and local officials would simply impose costs on families that love streaming, gaming, music and other online services. Not to mention SalesForce, Zoom and other online meeting video services that businesses depend on. These new taxes and fees threaten to slow down digital adoption that is incentivizing new network builds,” Pickering warned. “It’s really unfortunate that some policy makers, at home and abroad, are obsessed with taxing streaming and internet innovations,” Pickering said. “These new offerings not only unleash creativity and give voice to more people in more places, they are saving consumers time and money.” He noted the “tax all tech” crowd is “dangerously out of step” with working American families that struggle with grocery bills and higher gas prices. But Pickering is optimistic that smart growth policy and common sense will win the day. “This is America’s broadband moment, and if we get it right we will create competition and opportunities for generations to come. As a result, we have been able to provide appropriate solutions to meet the needs of our wholesale market and are enabling strategic technology for our hyperscale or cloud service providers, mobile network operators, and large enterprise customers. We are also delivering high performing and reliable infrastructure to our channel module with dark fiber, wavelength services, Ethernet connectivity, and Internet services.” Q: FiberLight recently announced it signed a definitive agreement to be acquired by Morrison and Co. How does that acquisition impact you in terms of developing new products and services? Rogers: “The acquisition shows this is an industry positioned for long-term growth, and Morrison’s investment in FiberLight provides us with the resources necessary to explore new markets and services needed for businesses to achieve their success and for FiberLight to grow.” Q: What about FiberLight capabilities are you most excited about? What makes them stand out in the industry? Rogers: “Our portfolio is enabled today by extensive infrastructure. Where FiberLight has network assets, we have a great deal of strength. One could visualize FiberLight’s network capacity like a very dense tree that spreads across the state of Texas, for example, that enables us to build solutions that branch into those different verticals. We have the capability of providing the infrastructure businesses need - whether that is high bandwidth infrastructure to deliver services, Internet connectivity, private layer two Ethernet solutions, DWDM wavelength services, colocated network solutions, or dark fiber.” Q: What are the most important messages that you would want to communicate about FiberLight’s products? Rogers: “FiberLight is extremely focused on delivering the high-speed network connectivity solutions that organizations need, and we are looking at how we can deliver that from a customer’s premises or from a tower and all the way to a data center.
