Fortinet Publishes 2025 State of Cloud Security Report

Fortinet and Cybersecurity Insiders published The 2025 State of Cloud Security report. This document analyzes the latest trends, challenges and strategies that shape cloud security, based on insight from over 800 cybersecurity professionals across various industries and geographies. In particular, it revealed the factors that drive hybrid and multi-cloud adoption, and examined evolving challenges and actionable steps for securing dynamic environments.

According to the report, 82 percent of surveyed organizations now leverage cloud environments to achieve improved scalability, flexibility and resilience. To that end, hybrid cloud adoption has risen to 54 percent, allowing organizations to integrate on-premise systems with public cloud platforms. This approach lets organizations optimize application deployment based on their needs, striking a balance between control and compliance.

At the same time, 61 percent reporting that security and compliance concerns are top barriers to cloud adoption, with misconfigurations, regulatory noncompliance and data breaches among the most pressing issues identified. This comes especially, it noted, as hybrid and multi-cloud environments expand. Compounding these challenges is a cybersecurity skills gap, with 76 percent of organizations reporting shortages in cloud security expertise and people resources that limit their ability to deploy and manage comprehensive security solutions. In fact, just 36 percent expressed confidence in their organization’s ability to detect and respond to threats in their cloud environments.

Fortinet also noted that 97 percent prefer centralized solutions that streamline policy management, enhance visibility and ensure consistent enforcement across diverse environments.

On average, cloud security currently accounts for 35 percent of overall IT security spending, reflecting the growing importance of protecting hybrid and multi-cloud environments. But with cloud security now a top priority for organizations, 63 percent plan to increase their IT budget in the next 12 months.
